One context in which that statement makes sense is regarding Mother Teresa and her "cult of suffering".
If such suffering can be relieved, on a global scale, there's a risk that people would not turn to religion. Ergo: provide "succour", but don't do anything that permanently avoids or relieves suffering. Does this also explain Catholic attitudes towards HIV/AIDS prevention?
