I think this is more a problem with democracy than it is with religion.
Democracy only really works when both the winning and losing sides have enough in common to be able to work with each other after an election.
When you have groups that has zero real contact or shared values with each other how can the democratic system work. Efforts can be made to bring these groups together but if they fail you have the democratic disasters such as Iraq, Afghanistan or until at least recently Northern Ireland where no one has any real interest in the overall running of the state just of their own ethnic/religious/cultural group
