I live about 5 miles from Monsey and SpringValley.
As a local, I think this is difficult. You cannot exclude people from running, and naturally they are going to look out for their own.
The real problem here (and elsewhere in the US) is the fact that the schools are locally funded and not federally funded. The US should have a federally controlled budget for schooling, with national standards. This would also avoid the nonsense in Texas.
