"...naturally they are going to look out for their own."
That may be true of animals that cannot think and are motivated purely by their genetic imperative.
But is it completely out of the question for homo sapiens to have a wider view? Cannot Americans elected to a school board have the best interests of the whole community at heart, or are they bound to be selfish schmucks?
