Glad to hear someone finally point out that complexity (for its own sake) means precisely the opposite of design.
Complexity should be regarded as an undesirable byproduct of both evolution and design. The difference (paralleling Groo's argument) being that evolution is very liberal with it while design (at least good design unlike a certain operating system that the world is now dependent on) seeks to minimize it.
