As I couldn't get to wikipedia for some mad reason, I hope this will suffice.

Basically it's the statistical chance of one molecule being left in any 23C medication, as many are 30C then there's not much chance of anything beyond random contamination. It's high time, someone figured out how much vitamin C is likely to exist in your average water sample and assume that all that shaking and dilution should give you scurvy ;)
