Some religious do appear to think that way. It's a double-edged sword though, isn't it? If they are convinced their God wants them to murder an infidel, and that he's watching, they may be all the keener to commit the crime!
(EDIT: ignoring the appalling totalitarian implications of a Big Brother God)
