Surely the answer is to have generalised qualifications which are the same across the board? That way, the means of education is irrelevant...the only requirement is that it brings the child up to the level required to pass the exam.
If 80% of high school kids were passing their exams, while only -20% of home schooled kids, then the appeal of home schooling would soon wane. Perhaps then the advocates of home schooling could admit that leaving education in the hands of trained educators is a surer way to recognised success.
