He changed the law so that sexual offences committed with anyone under the age of 18 would be a crime in Church law.
As if that makes the remotest bit of difference. This is not the thirteenth century. Canon law is not a legitimate alternative to proper, national, secular law. The catholic church does not get to make up its own special legal system, run by its own people, in order to avoid the justice everybody else must face. It'd be like letting paedophiles in the corporate world face only an investigation by their company's board of directors, rather than having to be tried in court.
