This may be a 40 year old document, but given that the edict of a pope is "Law", then the issue is not how old it is, but when was it cancelled.
As a crime, murder dates back at least to Moses and is still considered naughty despite the passage of some 2,500 years.
Is the RCC tolerance/encouragement of child rape because it is not specifically mentioned in the 10 Commandments? Perhaps because of the importance they place on:
5 You shall not bow down to them (Idols) or worship them; for I the Lord your God am a jealous God, punishing children for the iniquity of parents, to the third and the fourth generation of those who reject me
