Come on. Praying is talking to yourself and the people in shouting distance around you. It mostly takes the form of using a Sky-daddy as a harmless (and useless) middleman. And they will not be praying for a new fleet of fire-trucks or windows-7 laptops. They will be praying for 'strength' and 'cohesion' and 'inspiration'. Persons not hampered by religious beliefs can easily participate in such an event, even when it is called "One city ... praying together". Just leave out the middleman.
