I feel like this article is being a bit dishonest. It doesn't clearly connect the Vatican to the state in any way that is meaningful. Negotiating with them could simply an "in" for them so that they can stop them. I know they were trying to help the EU negotiate with Belarus in the past. Just because its the Vatican doesn't mean everything they do is sinister.
