You make some good points, but it still seems irresponsible to give up at the outset. Its my responsiblity to answer honestly. What other people do is their own responsibility and not something i can control and the same for politicians to a certain extent.
But I think you do raise the point that the government should be more explicit on how they use the census if at all and how they compensate for the systematic errors you mention. And if they cannot give any reasonable answer, then they are not justified in wasting money on the census and have to a lot of explaining why its been going on so long then.
