I think CH was alluding to America's failed invasion of Cuba, "The Bay of Pigs" operation. That incident strengthened the resolve of the Cubans against USA. And honestly they had every right to arm themselves to defend against any invasion. I don't know though what CH would have wanted - for America to succeed in its operation or never started it. Since he was a communist at the time, I am leaning towards the latter.
