Interesting idea.

Maybe there is something good that can come out of this, but I'm hesitant. The shake ups to university funding have been unpleasant to say the least. Frankly I think the new fee system is the most divisive issue in our education in our time. Need to figure it all out folks. I'd rather we not have any, but if anyone has some better Ideas I'm all ears.
