Aid is definitely a big part of the problem (read "Dead Aid: Why Aid is Not Working and How There is a Better Way for Africa" by Dambisa Moyo) -- but this is a humanitarian crisis. A catastrophe brought on by nature, war, rampant corruption, incompetence and neglect -- and not helped at all by religion, and the fact that these people, majority Muslim, are steeped in the belief that nothing happens unless allah wills it ...
