I think Victor Stenger is wrong. The experiments on the efficacy of prayer, I suspect, do not consider that "God" - as he is understood by most religions - may or may not grant what people request in their prayers. It seems as if the scientists assumed "God" is like any other natural phenomenon that must work predictably or not at all.
