I am one of the many parents who has written to the Girl Guides Association to complain about this ridiculous promise. It suggests that those who run the girl-guides are so narrow-minded that they can only conceive of moral action amongst theists. It encourages theistic outlooks amongst young children who are often not old enough to know, and discriminates against those who have already decided they want a secular outlook. The reference to God should be removed.
