When I joined the cubs more years ago than I care to remember, this was a non-issue. In a country with an established church words like "god" just become empty formulae. So promising to do one's duty to "God and the Queen" would be understood as meaning that one was promising to do what one thought was right and to obey the law. It would no more be taken as an indication of belief in a literal God than, say, saying grace in Latin in an Oxford college or attending a Christmas carol service.
