Roman Catholic Canon law makes the tacit assumption that it overrides all other legal systems. This together with the doctrine of the absolute secrecy of the confessional makes it impossible for it to function in a secular state. This would be true even if there were no pedophile priests or indeed if no Roman Catholic ever broke the secular law. Other organizations have their own internal disciplinary procedures and there is no reason, in principle, why the RCC should not have its own internal laws but they must be subject to the secular law.
