Oh lord, Mr. Sample, this is such a stupid statement. It would have been much better to simply state that 2 sigma/3 sigma/5 sigma are confidence levels chosen by convention and experience, to be imposed on potential exclusions,observations,discoveries. If you're an actual science journalist, you should spank yourself hard and then read up on basic statistics.
