Paraphrased or not, how would one reconcile such a claim with a regime such as, say, the avowedly atheist Khmer Rouge?

If that is what Hitchens really said, then he made the same mistake alot of atheists make; Namely, viewing religion as a principally causal factor in comprehending human cruelty, when infact within the bigger picture of evolutionary psychology, religion is much more satisfactorily understood as a symptom of various flaws and inadequacies of the human mind.
