Hope here. There can be improvement in many of these states as they really are not anti-science so much as butterfingered about science. Standards need to be defined better, naturally, but the article makes clear that the math-science connection is not being made in many of these areas. Science speaks in math. You need this " language " to go beyond simple concepts to problem solving in science. Learning how to think and not what to think is well fostered by math alone, but conjoin math and science and you learn powerful thinking.
