At about this time a secular citizen concerned that students not attending Religious Instruction should not be sitting around doing nothing. He wanted philosophy to be taught in schools and a group volunteered to do so while R.I. was on. The State government agreed but the federal government who provide much of the funding refused to shell out this funding if the state government did this so the state government backed down.
