Macropus, Julia Gillard is the leader of the government, not the entirety of the government. We are not governed by autocrats. That the system doesn't tolerate politicians who want to run the government like a deranged one-man band is why Rudd thankfully got the boot and Gillard got the job in the first place. Governments with a small majority are going to avoid rocking the boat and what can a PM do if the government in general is dead set on something? That said, where matters of religion are concerned, a government that is at least led by an atheist is preferable to one led by the Mad Monk in the budgie-smugglers.
