As usual, religion thinks itself above the law and has a code of omerta to make sure it's followers know that their place is below the law, excepting liturgical law. Then the followers of religion are not so much below the law as crushed by it.
Even those religions that think themselves subservient to secular authority have their packets of hidden liturgical enforcement. Even as simple as making street people listen to an ear banging to be feed is an example of this.
