Well, well. Not only are the school authorities obsessed with sex - they assume that their young students are also; and furthermore; that they will show respect only with difficulty . Opps! We often give ourselves away dreadfully with our modelling of other people's minds. Accordingly, I strongly suspect that these are simply nice people with nasty minds.
