Deafness doesn't preclude becoming a fully functional, self sufficient adult. My comment is in regards to severe birth defects such as:
A hysterectomy performed on a severely disabled American child to keep her sexually immature and comfortable was illegal, an investigation found on Tuesday.
The goal of parenting is to raise physically and emotionally healthy children who become self sufficient adults and are able to function on their own.
