Having the genes for certain mental illnesses can be analogous to a loaded gun - it may or may not be fired. And it is the environmental factors that decide if it will fire.
I understand though if there are people who do not want to take that risk and decide not to have biological children. However, the issue is not just passing on the "bad" genes. Even an adopted child with zero percent of his parents' genes will suffer in the unhealthy environment provided by his unstable parent.
