I think the United States has greater concerns than "losing its place as the world leader in frontier physics research". Frankly, I think this sort of nationalist rallying cry can distract us from the real problems. Certainly, we should participate in scientific endeavours to the best of our ability. Whether that puts or keeps us in the lead isn't really the point.
Having the biggest, baddest laboratory is less important than ensuring our long term ability to participate in cutting edge science through promoting science education.
The story is still probably a reason for regret...I wonder where that R&D funding is going to end up.
