They took the fillibuster, something that was only used on very rare occasions in the past and made it a common practice for just about any bill they wanted to block -- which was almost all of them.

What was needed was a Guillotine Motion as used in the UK. -

Debate may, however, be restricted by the passage of "Guillotine Motions". Alternatively, the House may put an immediate end to debate by passing a motion to invoke the Closure. The Speaker is allowed to deny the motion if he or she believes that it infringes upon the rights of the minority.
