The group in the West that has been most affected by HIV (sexually) is homosexuals. If you look at the alarming rate of infection among homosexuals in certain cities in the US in the last couple of decades, e.g. in SF, two things strike me: first, there is a never ending supply of cheap(often free) protection available; secondly, most of the homosexuals infected are circumcised. Therefore, in terms of preventing the spread of HIV, I think you can never really get beyond the primacy of the individual taking responsibilty for himself.

How about this. Are you all also opposed to infant male circumcision in Africa? Be consistent, now, bwana.
