I must confess that Im almost completely ignorant of German politics/judicial system, but assuming you're right in saying that the ban will eventually be copper-fastened, it will be interesting to see if the state takes any action against parents who remove infants from the jurdistiction(as undoubtedly will happen) for the purpose of having circumcision in the neighbouring states where it will still be permitted.
