Yes, it is called New Tithing. You tithe any cause, organization, or group of your choice. If you are unable to afford "tithing" then you skip giving. If you can afford the extra money to donate to a favorite charity, art organization, nature conservancy, etc. then you do it. It's called "People Helping People" secular ministry.
