If it is drilled, it will disappear quickly. It will not replenish any time soon. It was built up over thousands of years and will probably be used on tobacco crops or Qat in Somalia. Apparently the aquifer is only 750mm deep. It isn't the answer for Africa. Clearing out the governments, ministries, militaries and clerics of all faiths would be much better. The levels of corruption are stratospheric.

Any water brought to the surface will simply dry off rapidly in tropical heat. It might be possible to create a few local oases, but fossil water is not being replenished, and is probably quite heavily mineralised.
