Well, it seems like it's free to become a member of the MAAF and to request a package. I think the RDF wants permission to send care packages so they know that the people receiving them actually want them. Otherwise the RDF would potentially be sending "Atheist Material" to religious soldiers that wouldn't want it.

Now if christians would only do the same...
