Here is the Maine law.

2. Title. A licensee must use the title “naturopathic doctor.” Naturopathic doctors have the exclusive right to the use of the terms “naturopathic doctor,” “naturopathic,” “naturopath,” “doctor of naturopathic medicine,” “doctor of naturopathy,” “naturopathic medicine,” “naturopathic health care,” “naturopathy” and the recognized abbreviation “N.D.” Use of the title “physician” by the licensee is prohibited.

My reading of the law is that Maloney and other quacks are not allowed to use "doctor" by itself. The first and final lines in that excerpt would seem to indicate that (especially the last one where "physician" is specified so as to not give the impression that an ND is qualified like an MD).

"Doctor" is a term reserved for M.D.'s and the like. It is illegal for Maloney or any naturopath to use the term without the qualifier "naturopathic" or some derivative thereof.

You can see my post (with the changes in italics) here. Wordpress also demanded I change what I was quoting. Given that it was a quote, it would be inappropriate to alter it (even if it was a quote from my own letter to the editor).

I originally said "Maloney is NOT a doctor! He has NO qualifications which earn him that title!" While any sane person can decipher the meaning of "doctor" in this context, that statement is entirely correct as far as Maine law is concerned. Maloney is not a doctor; he is a naturopathic doctor. He does not have any qualifications which allows him to use the title "Doctor".
