Technically speaking, defecting excludes people from getting married in a Catholic church or having their funeral there, or getting the last rites.

So? Why would anyone who's not a christian want to get married etc in a church. I certainly don't. There are loads equally or more beautiful places to get married for example--Castles, English Heratige stately homes or whatever, the beach... so on.

Next they'll be wanting to let children opt out of Maths classes that teach the value of Pi to be anything other than exactly 3 (as the bible apparently states).

As others have observed things really are different here in the UK. At school there was maybe one or two Christians in my small year group. (Practically no Muslims or other religions in the whole school to my knowledge). We all put our heads down for prayer in assemblies (Prayer in school is mandated in the UK education system!) but no-one took it seriously (Even teachers, who mostly didn't pray, prefering to keep their eyes out for any kids looking around or talking.)

Amazingly though, watching the media, you'd think we are a majority of Christians like the US, and that our moral decline is down to our increasing secularism.
